2023中关村“番钛客”金融科技国际创新大赛——陆海新通道专场赛，是2023中关村“番钛客”金融科技国际创新大赛在重庆设置的专场赛，由重庆市地方金融监督管理局、重庆市中新示范项目管理局、重庆市大数据应用发展管理局指导，重庆市江北区人民政府、新加坡金融科技协会、新加坡区块链协会、中关村互联网金融研究院、重庆中新示范项目战略研究中心主办，中新金融科技联盟联合主办，新加坡全球金融科技学院、上海现代服务业联合会金融科技服务专委会、重庆金融博物馆协办，中新（重庆）战略性互联互通示范项目综合服务网、重庆步客科技有限公司特别支持。
大赛聚集人工智能、区块链、数字金融、云计算、大数据、5G等底层技术，在智能营销、风控管理、运营管理、支付结算、智能投顾、财富管理等领域应用的金融科技项目，通过分组赛、决赛，选择可落地、可复制的创新解决方案，探索科技创新在金融发展过程中的技术和应用，深度探讨如何构建一个包容性和可持续性金融科技新生态。
2023 Zhongguancun "Fantaike" Fintech International Innovation Competition - The New International Land-Sea Trade Corridor Special Session is a special competition set up in Chongqing for 2023 Zhongguancun "Fantaike" Fintech International Innovation Competition. It is guided by Chongqing Local Financial Supervision and Administration Bureau, China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Administrative Bureau and Chongqing Big Data Application Development Administration, sponsored by Chongqing Jiangbei District People's Government, Singapore FinTech Association, Blockchain Association Singapore, Zhongguancun Internet Finance Institute and China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Think Tank, co-sponsored by China Singapore FinTech Alliance, Global Fintech Institute, Fintech Professional Committee, and Chongqing Museum of Finance. And specially supported by China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Integrated Services Network and Broker Technology.
The competition gathers underlying technologies such as artificial intelligence, blockchain, digital finance, cloud computing, big data, and 5G. It focuses on financial technology projects applied in areas like intelligent marketing, risk control management, operations management, payment settlement, intelligent investment advising, and wealth management. Through group matches and finals, it selects innovative solutions that can be implemented and replicated. It explores the technologies and applications of technological innovation in the financial development process. It discusses in depth how to build an inclusive and sustainable financial technology ecosystem.

Zhongguancun “Fintech” International Innovation Competition 2023 centers on “FinTech Fintech scenarios application” and “FinTech underlying technology”, aiming to promote the the deep combination of finance and technology, effectively assist FinTech enterprises to emerge and obtain innovative entrepreneurial resources support, and finally enable the sustainable development of the FinTech ecosystem.
大赛流程
Competition Process
本届大赛按照项目报名参赛、项目预赛、大赛训练营、分组赛、总决赛、颁奖典礼等环节依次进行。
This year’s competition is conducted sequentially in accordance with registration, preliminaries, competition training camp, group competition, finals and award ceremony.
（一）报名参赛（2023年8-9月）
Registration
大赛报名采用网络宣传征集与定向邀约的方式，面向全球征集金融科技项目。自评符合参赛条件的企业提交大赛报名表及参赛资料至大赛组委会秘书处，并对所填信息的准确性和真实性负责。
The competition utilize the ways of online publicity solicitation and targeted invitation to solicit Fintech projects from all over the world. Enterprises that the self-evaluation meet the competition requirements can submit the application form and participation materials to the Secretariat of the Organizing Committee of the competition, and should be responsible for the accuracy and authenticity of the information provided.
（二）项目预赛（2023年8-9月）
Preliminary Competition
大赛组委会秘书处负责企业报名资料的审查，按照时间顺序进行报名项目面谈预赛，对符合参赛资格的优质企业确认分组赛参赛资格。
The Secretariat of the Organizing Committee of the competition is responsible for the examination of the enterprises’ application materials, conducting the preliminary interview of the registered projects in chronological order, and confirming the qualifications of the group competitions for the high-quality enterprises that meet the qualifications.
（三）项目分组赛（2023年8-10月）
Grouping Competition
大赛本着支持科技创新，注重业务应用的原则，按照金融科技应用领域设置专题分组赛，同时开设银行专场分组赛（银行专场前三名与行方现场签约）。通过项目预赛的企业可参加2023年6月—10月举办的分组赛,每场分组赛由8—10个项目参赛，比赛现场公布赛事名次，综合选拔各分组赛前3名进入总决赛；大赛组委会定向邀请监管机构、银行、证券、保险等金融机构人员及投资机构嘉宾参会。
Based on the principle of supporting technological innovation and emphasizing business application, the competition will set up thematic group competitions according to the application fields of FinTech, and meanwhile open a special group competition for banks (the top three winners will sign on-site contracts with the banks). Enterprises that pass the project preliminaries can participate in the group competitions to be held from June to October 2023, with 8-10 project joining in each competition. The ranking of the competition will be announced at the site, and the top 3 winners of each competition will be selected to enter the finals; the Organizing Committee of the competition invites the regulatory agencies, banks, securities, insurance and other financial institutions, as well as the guests of investment institutions to attend the conference.
（四）大赛训练营（2023年8-10月）
Training Camp
为提升大赛品质和参赛企业竞争力，拟举办大赛训练营，根据预赛入围项目特点，邀请行业大咖、过往获奖企业负责人、投融资专家为入围项目进行专业指导和资源对接。
To enhance the quality of the competition and the competitiveness of the participating enterprises, this competition will hold a training camp. According to the features of the shortlisted projects in the preliminaries, industry experts, heads of past award-winning enterprises and investment and financing experts will be invited to provide professional guidance and resource sharing for the shortlisted projects.
（五）总决赛及颁奖典礼（2023年11-12月）
Finals and Award Ceremony
总决赛时间为11月中下旬，进入决赛企业或团队进行项目路演，评委专家根据项目的创新性、可行性、成长性、规范性以及项目团队情况最终评选出获奖项目。颁奖典礼定于12月举办的“中关村金融科技论坛年会”中举行。
The finals will be held in mid-to-late November. Enterprises or teams entering the finals will conduct project roadshows, and judges and experts will select the winning projects based on their innovation, feasibility, growth, standardization and project teams conditions. The award ceremony is scheduled to be held in December at the annual meeting of Zhongguancun Fintech Forum.

（二）金融科技瞪羚计划
Fintech Gazelle Program
大赛推出集政策服务、业务支持、投融资对接、培训指导、品牌提升、国际化推广于一体的“金融科技瞪羚计划”，对优质项目持续跟踪，为获奖创业项目提供专业服务！
The competition will launch the FinTech Gazelle Program, which integrates policy services, business support, investment and financing docking, training and guidance, brand promotion, and internationalization, to provide professional services for award-winning entrepreneurial projects through continuous tracking of high-quality projects!
（1）政策服务：优先推荐总决赛入围企业申请以下政策服务：金融科技专项资金补贴、国家级金融科技与专业服务创新示范区核心区及北京重庆金融科技产业聚集区房租资金补贴、金融科技有关应用试点。
(1) Policy services: Priority to recommend the finals shortlisted enterprises to apply for the following policy services: subsidies for special funds for FinTech, subsidies for rentals in the core area of the national-level FinTech and professional services innovation demonstration zone and the Beijing ChongQing FinTech industrial agglomeration area, and fintech-related application pilots.

参赛要求
Participating requirements
（一）项目领域
Project areas
本场大赛关注金融科技场景应用和金融科技底层技术，聚焦在保险科技、供应链、场景金融、金融安全、人工智能、区块链、数字金融、云计算、大数据、5G、跨境金融等。
This competition is divided into two special competitions, including the FinTech scene application competition (insurance technology, supply chain, scene finance, financial security, etc.) and the FinTech underlying technology competition (artificial intelligence, blockchain, digital finance, cloud computing, big data, 5G, etc.).
（二）参赛条件
Competition conditions
参赛的企业及团队需主要从事金融科技领域底层关键技术研发及应用，且满足以下条件：
The participating enterprises and teams should be mainly engaged in the research, development and application of the underlying key technologies in the field of FinTech, and meet the following conditions:
1.参赛项目的相关专利、技术、产品产权清晰，无产权纠纷。
1. The relevant patents, technologies and products of the participating projects have clear property rights, and there are no property rights disputes;
2.参赛企业及团队社会信誉良好，合规经营，无不良记录。
2. The participating enterprises and teams have good social reputation, compliance management, and no bad records;
3.体现创新精神，企业注册时间或孵化项目团队成立时间原则上不超过5年。
3. To reflect the spirit of innovation, the time of enterprise registration or the establishment of incubation project team should not exceed 5 years in principle;
4.过往番钛客大赛获奖项目原则上不参加本届大赛。
